Conduct comprehensive legal and business process reviews to identify gaps in CRVS systems that may lead to inefficiencies, inaccessibility, or health disparities; provide technical assistance with drafting legislation, regulations, and improved processes to address those gaps and lay the groundwork for comprehensive and equitable CRVS reform.
Establish or enhance coordination of multiple CRVS stakeholders and/or provide capacity development to undertake comprehensive system-wide CRVS improvement efforts.
Design and implement improved systems for timely notification and registration of births and deaths for all sexes, including digital transformation and establishment of active notification systems.
Provide training, resources, and capacity development using multiple instructional modalities (face-to-face, eLearning, job aids) to teach and reinforce proper and unbiased cause of death certification practices using the WHO standard medical certificate of cause of death. Design and support for quality assurance and feedback loops that ensure accurate data collection capable of being disaggregated by age and sex to identify and target health disparities.
Improve MLDI data collection and use to highlight and address disproportionate levels of external deaths related to causes, such as homicide, gender-based violence, or road traffic crashes.
Leverage training, resources, and capacity development to establish or improve manual or automated coding of medical certificates of cause of death.
Develop capacity to establish or improve the scaled application of the WHO standard verbal autopsy to determine community patterns of mortality.
Provide support for analysis, publication, dissemination, and use of vital statistics from registration records that highlight trends and disparities in population health.
